Course Development Manager Responsibilities

The Course Development Manager at Saskatchewan Distance Learning Centre (Sask DLC) provides leadership to the Instructional Design Consultant team while also contributing directly to the development of online courses. This hybrid role ensures that all online learning content is high-quality, aligned with curriculum expectations, and designed using evidence-informed instructional design practices. The supervisor develops and implements the course development work plan and develops in collaboration with the Program Development Manager the course development and renewal plan based on program review data. The Course Development Manager ensures adherence to the centralized course development administrative procedure, and supports a culture of collaboration, innovation, and continuous improvement within the instructional design and development team.

Primary Responsibilities

• Instructional Design (Consultant Responsibilities)
• Lead the creation of Moodle-based instructional content using subject matter expert (SME) source materials.
• Collaborate with teams to develop new courses and improve existing ones.
• Provide expert instructional design guidance to course developers and support instructional strategies that enhance learner engagement and accessibility.
• Manage course development timelines and contribute as a project team member (SMEs, developers, communications, technical support, etc.).
• Ensure alignment with Sask DLC instructional design standards and learning outcomes.
• Explore and integrate emerging educational technologies and instructional strategies.
• Work collaboratively with all Sask DLC Department to meet development deadlines.
• Actively engage in professional learning relevant to instructional design.
• Engage with outside agencies, industry, and the student programming team to support authentic and innovative learning opportunities.

Supervision and Team Leadership

• Supervise, mentor, and support a team of Instructional Design Consultants, fostering a collaborative and productive team culture.
• Supervise, mentor, and support course developers assigned to their portfolio, fostering a collaborative and productive team culture.
• Lead the hiring of course developers.
• Conduct regular check-ins and performance conversations with instructional design Consultants.
• Provide coaching and professional development to consultants and developers to ensure alignment with best practices and evolving trends in online learning.
• Ensure consistent application of instructional design models and standards across projects.
• Oversee day-to-day operations of the instructional design team and monitor project progress.
• Troubleshoot design and workflow issues, ensuring timely resolution and effective communication.
• Support onboarding and training for new instructional design consultants and course developers.
• Ensure the Assessment, Grading and Communication Framework is adhered to and support curriculum development and unpacking out comes by the development team member.
• Provide reports and updates to the Superintendent of Student Programming, including team progress, project timelines, and innovation opportunities.

Planning and Procedures

• Develop, implement, and evaluate the course development work plan that aligns with Sask DLC priorities and timelines.
• Ensure that all instructional design work follows the Sask DLC Centralized Course Development Administrative Procedure and related quality assurance processes.

Collaboration and Communication

• Act as a liaison between instructional design Consultants and Student Programming Team members
• Coordinate regularly with course developers, technical staff, and communications and Program Development Manager to ensure cohesive course builds.
• Support integration of diverse learner needs, including collaboration with student support consultants and.
• Participate in and/or lead internal committees or working groups, as assigned.

Other Duties

• Contribute to the continuous improvement of course development processes.
• Maintain accurate documentation of team practices, processes, and project outcomes.

Knowledge, Skills, Abilities

• Assessing training needs: Identify learning and development opportunities, strengths, and gaps across the organization.
• Develop training programs: Design training programs for employees at different career stages, including workshops, seminars, classroom sessions, and e-learning modules.
• Evaluate training or course development outcomes: Ensure that learning programs meet the needs of stakeholders, team members, and strategic organization priorities.
• Develop program materials: Create and deliver training materials, including e-learning courses.
• Manage budgets: Develop and manage training budgets to ensure efficient resource allocation.
• Conduct appraisals: Conduct appraisals and devise employee learning or professional growth plans.
• Monitor course or program development progress: Monitor and review the progress of course development teachers and consultants.
• Evaluating new course development staff: Evaluate the training and development of new course development staff.
• Support training problems: Help line managers and trainers solve training problems.
• Knowledge of current research-based curriculum, instruction, assessment, and educational resources to support learning.
• Knowledge of project and portfolio management processes and best practices.
• Knowledge of strategic and tactical planning processes and best practices.
• Demonstrated leadership and management capabilities including strong analytical and organizational skills, and excellent interpersonal skills.
• Demonstrated ability to collaborate effectively with colleagues to achieve corporate / organization priorities and outcomes.
• Demonstrated ability to mentor and coach employees to high performance.
• Strong communication skills, including the ability to present creative ideas / concepts concisely, both verbally and in writing.

Required Education and Experience

• Degree in Education
• Master’s degree in Educational Technology and Design or Curriculum considered an asset
• Minimum of 5 years experience in curriculum or program development or evaluation

Employment Conditions

• Office environment/setting.
• Typical core office hours (8:00 a.m. to 5:00 p.m.) Monday to Friday.
• Travel as required.
